Handicap Appeal Procedure
The role of the Boldmere Joint Handicap Committee (BJHC) is to:-

Ensure compliance with the golf club's specified obligations and under the Rules of Handicapping.

Maintain comprehensive, up-to-date player scoring records containing enough history to enable the accurate calculation of a player’s Handicap Index.

Review any home player’s Handicap Index at least once a year to ensure it continues to reflect the player’s actual or demonstrated ability, making fair adjustments where required.

Communicate unexpected Handicap Index changes to the golfer.

Encourage members to submit competition and social scores for handicap purposes.
The purpose of this document is to define an appeals procedure to settle any dispute a member may have following decisions made by the BJHC in its duty to apply any applicable disqualification or handicapping penalty score to a player’s record, including any form of disciplinary action e.g. suspension. It is the duty of the committee to advise the member of any such adjustment or decision in a timely manner.
It is very much expected that most issues that arise will be of a minor nature and will be dealt with informally and appropriately without the need to instigate a formal appeal.
A member wishing to appeal against a decision of, or penalty imposed by, the BJHC shall lodge his or her appeal in writing with the BJHC chair at the earliest opportunity and no later than 7 days of the date of the notification of the decision by the BJHC.
In the event of the lodgement of an appeal the following procedure will be followed:
An Appeal Committee shall be appointed by the Club comprising one officer from Boldmere Golf Club, one officer from the Boldmere Shaggy Dogs, and one member of the BJHC, none of whom have been party to the original decision.
The BJHC chair shall arrange a date for the hearing between the Appeal Committee and the appellant as soon as mutually agreeable, and shall set out in writing the original evidence and details of any additional evidence which has been made available to them since the original decision in advance of that hearing. The appellant may attend the appeal in person or make a written submission.
The Appeal Committee shall adjudicate upon the matter taking into consideration the written or oral evidence of the relevant member and seeking such further evidence, written or oral, as it thinks fit.
The Appeal Committee may cancel, reduce, confirm or increase the penalty under appeal or substitute a penalty of a different form.
The decision of the Appeal Committee is final. However, the appellant has the right to take a handicap appeal to the Warwickshire Golf Union.
